The contractor shall oversee, troubleshoot and effectively address all project information and data input needs. • The contractor shall provide SME of administration, storing, and transfer of psychological testing of AFSOC aircrew duty positions and ensure such activities are conducted in a fashion consistent with American Psychological Association standards and ethics code. The contractor shall administer testing and acquire data on 50-100 AFSOC aircrew members per month. This may require the contractor to coordinate with other Air Force installations to acquire and meet target numbers for test administration. • The contractor engage in discussions with AFSOC aircrew in the field with regard to the discussion of psychological aptitudes critical to successful adaption to the various aircrew duty and operational missions. The contractor shall identify, based upon operator input, gaps in performance and trends regarding problems in the field related to psychological functioning (emotional-social-behavioral disposition). • The contractor shall engage in discussions with USAFSAM staff and AFSOC research team regarding project information and psychological testing needs, as well as data acquisition involving demographics, aircraft assignment, and training performance data. • The contractor shall maintain the project calendar to include tracking suspense dates, psychological testing dates and number of aircrew tested per duty position, and keep all project members informed in a timely fashion of project products (i.e., presentations, technical reports, memorandums of agreement, etc.) that are needed. The contractor shall establish and lead project team meetings as needed (such as once a week) to ensure effective communication between team members regarding project issues. Communicate daily with team members to ensure projects and tasks are effectively being addressed, especially with regard to acquisition and maintenance of psychological testing materials and equipment. • The contractor shall provide SME support via experience as an AFSOC aircrew members of a weapons bearing airframe, as needed, for the production of all electronic products required for the project (Word documents, Excel spreadsheets, PowerPoint presentations, etc.). • The contractor shall facilitate acquisition of all scientific publications (journal article reprints, etc.) required for the project. The contractor shall develop line leadership presentations to ensure polished effective communication. • The contractor shall cultivate a psychological testing and management plan which addresses the acquisition of psychological testing materials, supplies, and equipment, input into project spreadsheets, maintenance in electronic format, and storage of psychological test data for inclusion in a project data spreadsheet for data analyses. The contractor shall collect pre- and post- accession psychological testing data for utilization in the project data spreadsheet. • The contractor shall maintain research data and corresponding documents in a manner consistent with IRB protocol and safeguards regarding human research. • The contractor shall perform other duties as required in support of contract operations to include support to additional research activities, travel arrangements, budget accounting, and acquisition of data in support of project goals and objectives. Maintain a coherent budget sheet and log of project expenses that involve purchase of psychological testing supplies, materials, and travel. Make purchases of supplies and material as needed utilizing appropriate government channels and processes. Sustain an active inventory of all project materials and supplies. • The contractor shall maintain confidentiality of test and training outcome data and contents of technical reports deemed sensitive and not releasable to the general public. • The contractor shall provide administrative support for contractor personnel for overseas clearances regarding presentations and ensures material and contract personnel have obtained appropriate training for overseas travel. • The contractor shall cultivate standardized psychological testing health and performance that can be objectively scored in coordination with AFSOC units in support of USAFSAM/FH aeromedical research initiatives. • The contractor shall obtain information on critical issues effecting performance and adaption to both static and evolving operational demands. Engage in discussions to be held with fully operational AFSOC aircrew members related to the psychological aptitudes critical to successful adaption to the various traditional and evolving special operations missions. Identify, based upon aircrew input, gaps in performance and trends regarding problems in the field related to psychological functioning (emotional-social disposition). • The contractor shall maintain confidentiality of testing and training data bases, as well as content and disclosures of interviews with operators in the field deemed sensitive and not releasable to the general public. • The contractor shall provide SME input to and revise as necessary procedures for overseeing, scoring, and storing of psychological test scores of AFSOC aircrew in a fashion consistent with APA standards and ethics, as well as AF IT regulations. • The contractor shall create a written manual documenting procedures regarding oversight, scoring, and storing of psychological testing procedures, as well as a data flow topography documenting how data is apprised, transferred, and stored via secure IT procedures consistent with AF IT regulations and IT agency input at USAFSAM. • The contractor shall communicate and interact with USAFSAM/FH and IT agents as needed, to ensure data procedures regarding oversight, scoring, transferring, and testing are consistent with AF IT regulations and approved by the appropriate IT authorizing agencies. • The contractor shall complete required IRB training and ensure psychological test data is managed in a fashion consistent with IRB human use and exemption protocol • If there is an unexpected interruption in research capabilities and/or reduction in workload, the contractor shall support research endeavors in support of additional USAFSAM/FH related investigations. EDUCATION AND WORK EXPERIENCE: • The contractor shall have a Bachelor's degree in a military-specific field of study. • The contractor shall have a background and familiarization with AFSOC culture, organizational structure, and at least 15 years of prior aircrew experience in an AFSOC weapons bearing airframe, and at least 5 years of experience in an AFSOC aircrew leadership position. • The contractor shall have 15 years of experience with working with AFSOC aircrew duty positions and missions that weapon's deployment and direct engagement with identifying, targeting, and eliminating enemy combatants in various combat zones. • The contractor shall be familiar with psychological testing of USAF airmen to include the types of pre- and post- accession testing (cognitive and personality based) that are administered, and the purpose and application of such tests. • The contractor shall have 15 or more years of experience serving as AFSOC aircrew in non-deployed and deployed settings, as well as training environments.
