To provide technical, data collection, coordination, evaluation and development and execution of Information Technology (IT) processes within the Information Technology Infrastructure Library (ITIL) framework. Travel may be required to provide the above support for those processes that are Enterprise in nature.

Subcontractor employee shall perform the following supply functions:

Background

Security Clearance:
CAT I linguists do not require a security clearance. Qualifications & Skills

JOB DESCRIPTION:

The purpose of this work is to provide staff to augment Federal Staff who monitor the National Transportation System, and report incidents, accidents, or threats to the system’s integrity. Additionally, Synteras staff is responsible for analyzing and assessing information related to the transportation industry. Methods of information assimilation include, but are not limited to: (1) coordinated information sharing with established modal Emergency Coordinators, (2) information sharing activities with local, state, and federal agencies, (3) multi-modal information sharing processes, (4) industry level information sharing, and (5) screening all local and national media sources.

The primary outcome of staffing the Crisis Management Center (CMC) is to:
• Provide effective 24X7 monitoring of the transportation system to ensure key DOT staff have the necessary information on transportation related incidents.
• Operate secure and other vital communications links for the Secretary of Transportation and other Senior Officials at the Department of Transportation.
• Provide immediate analysis of emergency incidents and initiate the appropriate response.
• Provide access to unclassified and classified information for the Department.
• Participate in Exercises and drills at the CMC or at the primary relocation site.
• Provide Input for After-Action Reports (AAR) after drills and exercises, and real-world events.
• Maintain a tightly coupled relationship with Federal, State, and local emergency operations centers to make certain that maximum situational awareness and information sharing is achieved.

BASIC QUALIFICATIONS:

Candidates must be eligible for a TS/SCI security clearance and must meet the suitability requirements to obtain access to the DOT computer network, and DOT facilities. Candidates shall have prior operations center experience and have experience operating classified communications equipment. Staff will need to demonstrate proficiency on Crisis Management Center (CMC) procedures within 3 months of beginning training by passing a certification board. In addition, all Candidates shall maintain the following skill sets:
• Ability to fully operate the standard Microsoft office suite of tools to include: Power Point, Excel, and Microsoft Word
• Operate classified communications equipment including classified fax machines, satellite telephones and STEs
• Ability to write grammatically correct and technically proficient reports for consumption by senior officials
• Ability to analyze incoming information, determine its relevance and importance and route it appropriately
• Ability to determine and research appropriate facts to be included in incident reports
• Ability to operate secure and non secure video teleconferencing equipment
• Ability to provide clear concise and factually accurate incident briefs to senior officials both in person, via phone or email
• Ability to easily operate telephones including call transfers, conference calls, speaker phone and headsets
• Possess proper personal control, tact and judgment required to operate in an environment high in operational tempo
• The ability to work days, nights, weekends and holidays on a rotating basis as needed.
• The physical stamina to effectively work twelve hour duty days for several consecutive days
• Must have Bachelor’s degree in related field or equivalent work experience

Work Environment and Physical Demands:

This is a 24 X 7 X 365 environment. Candidates will normally work a 12 hour shift, but may be able to work unexpected overtime in times of emergency operations or planning exercises. The work is moderately sedentary, with some local travel required for operational execution or training. Infrequent long distance travel may be required for training or during an exercise or emergency.

In certain emergency situations, the Candidate may be expected to relocate within hours of notification for an extended period in excess of 30 days, and operate under austere and demanding physical and emotional conditions. Under certain extreme conditions or national level exercises, out of area travel for varying durations is possible.

In this position, you will become a key member of the Chemical, Biological, Nuclear and Explosives (CBRNE) Branch. The CBRNE Branch is responsible for developing and maintaining special programs focused on nuclear, radiological, chemical, and biological hazards. Typical duties include:

• Serves as a principal advisor and technical expert on the communications strategy for the agency as it applies to radiation incidents.
• Chairs intergovernmental working groups involved in the planning and execution of program activities dealing with the communication of complex radiation issues.
• Attends inter/intra-agency meetings and negotiates with key officials within and outside of FEMA on major considerations within area of assigned responsibilities
• Develops statements of work and oversees contractor work in support of the overall Improvised Nuclear Device (IND) communications strategy.
• Develops policies and establishes priorities, goals, objectives to meet the policy and program planning and implementation needs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-14 level if you possess the following:

One full year of specialized experience at or equivalent to the GS-13 federal grade level. Specialized experience is described as experience coordinating and/or participating with interagency and intergovernmental organizations involved in the planning and release of preparedness and response communications related to radiological activities.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Specific Job Description Applicant must have extensive knowledge and will be expected to perform troubleshooting, repair, maintenance, storage, and shipping for military tactical ground mobility vehicles to include but not limited to HMMWV, HEMET, PLS, 5 ton, 10 ton, MHE, and power generation. Individual must also be skilled in the troubleshooting, maintenance, repair, shipping, storage of an array of motorcycles, All Terrain Vehicles, and other “non-standard” ground mobility vehicle platforms. Maintains power assisted brake systems, wheel vehicle suspension systems, wheel vehicle wheel/hub assemblies, wheel vehicle mechanical (manual) steering systems, wheel vehicle hydraulic (power) steering systems, and wheel vehicle crane/ hoist /winch assemblies. supervises lesser skilled or experienced employees and provides technical guidance to the soldiers in the accomplishment of their duties. The physical requirements of this position are classified as heavy to very heavy; with the frequent or constant lifting in excess of 50 pounds and the occasional basis of a maximum of 100 pounds. The physical demands analysis and assessment of assigned and potential daily duties require extensive bending, stooping, and physical labor. Further, this position requires prolonged sitting posture during the operation of automation machinery. The physical demands classification and requirements of this position will be broken into six broad categories. Category one will be called Physical Capacity or Stamina in that the individual must possess the strength, stamina, agility, energy, muscular coordination, function and similar factors to perform the maximum efforts described over long continuous periods. Category two will be called Upper Extremities in that the individual must possess the strength, range of motion, and general efficiency of upper arms, shoulder girdles, and upper back, including cervical and thoracic vertebrae to perform the maximum efforts described over long continuous periods with the following limitations: A slightly limited mobility of joints, or other muscular-skeletal defects or condition that would only subjectively minimally limit the execution of all duties. Category three will be called Lower Extremities in that the individual must possess the lower body strength to meet then described physical demands and applying the same allowable limitations as category two. Category four will be called Hearing and Ears in that the individual must possess a normal classification of natural or assisted hearing comparable to their physical age. Category five will be called Eyes in that the individual must possess a distant visual acuity correctable to not worse that 20/40 and 20/70, or 20/30 and 20/100, or 20/20 and 20/400 and have normal color vision. Category six will be called Psychiatric in that the individual must be of sound mind to the extent that they can obtain and maintain a Security Clearance at the level of Secret. Possess the mental capacity to comprehend instructions, directions, and ability to interact in a normal, rational fashion with other individuals and groups of individuals.

Typical Minimums Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education. Entry level.

Required skills Individual must have practical application knowledge on a wide spectrum of vehicle systems to include: Engine troubleshooting and repair, Transmission and Transfer Case troubleshooting and repair, Full Electrical schematic reading, application, and modification, suspension system repair and replacement, Power assisted steering repair, troubleshooting and replacement.

Desired skills Welding and other metal fabrication experience. Milling and machining experience. Auto-Cad manipulation techniques, Paint and protective coating knowledge. Vehicle “high-performance” modifications, suspension modification and stabilization. Operations Assistant

Job Description

The Operations Assistant will perform tasks as directed by and supports the Force Protection Shift Supervisor or Assistant Shift Supervisor in Support of Base Defense Operations Centers (BDOC) in Iraq including ensuring administrative supplies are readily available, basic computer troubleshooting, and inventory management responsibilities.

Requirements
• Performs administrative duties supporting BDOC operations to include ensuring that administrative supplies are readily available.
• Performs courier duties and making distribution runs, ensuring the BDOC is well organized and clean.
• Shall collate pertinent details required in developing and providing reports, charts and briefings as requested by the COR through the FPSS and Assistant SS.
• Shall make sure that the property available for use on the contract is kept serviceable, schedule required maintenance, and arrange for replacement/repair as necessary.
• Will report communications equipment problems to the proper agency.
• Shall answer phones and direct calls to the proper person.
• Shall ensure the tasks outlined by the FPSS are performed in a timely manner.
• Shall have a working knowledge of IT equipment to troubleshoot problems with computer software, hardware such as CPU, printers, scanners and other peripherals.
• Maintain an inventory of all GFE equipment in use by Force Protection personnel assigned to the BDOC.
Required Skills
• Written and verbal communications skills, including the ability to communicate solutions effectively to both technical and non-technical audiences.
• Knowledge of Iraqi Arabic is desirable, but not essential.
• Proficiency in Microsoft Word, Excel and PowerPoint.
Education & Work Experience
• High School Diploma or equivalent.
• 2+ years of Force Protection related work experience in an operations center.
Security Clearance

• Must possess a Secret clearance.

Job Description
