Primary Purpose: The incumbent of this position will serve as a Program Specialist (Operations) within the Regional Response Division, IMAT Branch, when not deployed, and as the Operations Section Chief of the Regional IMAT when deployed.
Specific Duties:
Collaborates with the region Operations Integration Branch Chief and integrates with region operations mission "steady state" to ensure continuity and compliance with operational integration strategies and policies as they impact on disaster operations. Participates in collaborative arrangements and maintains relationships with other counterparts, such as the Headquarters Operations Management Division, Region Emergency Support Functions (ESFs) and other entities including state and local governments on related to operational planning programs. Plans, organizes, and coordinates briefings and information exchange opportunities.


When deployed as the Operations Section Chief, the incumbent is responsible for:
Managing and overseeing all operational activities associated with the incident.
Determining the appropriate organizational structure of the Operations Section on the basis of the complexity of the incident.
Supervising the Section personnel deployed to the incident.
Coordinating response and recovery operations with other federal agencies, state, tribal, and local governments.
Coordinating the delivery of federal assistance programs and services, including life saving assistance (urban search and rescue, evacuation support, etc.) and delivery of essential commodities (shelter, water, food, etc.,)
Conducting of operational briefings at the beginning of each new Operational Period.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 level if you possess the following :

One full year of specialized experience at the GS-12 level or equivalent in the federal service. Specialized experience is described as experience in utilizing National Incident Management System (NIMS) Incident Command System (ICS) in a disaster field environment; this includes providing input to, and then executing the outcomes of the Incident Action Plan (IAP) process appropriate to the geographical or functional branch assigned.

This position includes emergency duty assignments. As part of the emergency duties assigned to this position, the individual may be required to deploy in excess of 180 days per year to the field in support of a disaster where conditions may be austere for short periods of time. The work requires some physical exertion, such as long periods of standing, recurring bending, stooping, stretching, reaching or similar activities, or recurring lifting of moderately heavy items. The work setting varies. Work is typically performed at disaster sites, sometimes in adverse weather. The work may be situated in a hazardous area in terms of destroyed or significantly damaged infrastructure (i.e. water, housing, electricity and communications). The incumbent may operate in areas exposed to all extreme weather and environmental conditions (i.e. blizzards, hurricanes, tornadoes, floods).
Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

When deployed as the Planning Section Chief, the incumbent is responsible for:

• Managing and overseeing the Planning Section of the Regional IMAT.

incident and status of resources.

QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 level if you possess one of the following:

Specialized Experience:
Experience that demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities.
Specialized Experience:
Specialized experience for this position includes the gathering, analyzing, and assembling of emergency management mission-critical information in order to draw conclusions and recommend courses of action. In order to be creditable specialized experience, it must have been gained within a National Incident Management System/Incident Command System compliant organization.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

Knowledge of the National incident Management System (NIMS), and the Incident Command System (ICS), the National Response Framework (NRF), and the Incident Action Planning (IAP) process.

• Engine and turret lathes, large VTL's, boring mills, drill presses.
• Necessary skills such as boring, threading and facing a must.

Candidate must be proficient with the following measuring tools: micrometer, calipers, depth gages, fixed gages, go-no-go gages and templates.

Ability to set up and use jigs, fixtures (collets), arbors, mandrels, centers, clamps. Sufficient math skills required to compute angels, radii, bolt circles and other dimensions. Work to tolerances within .001 inch.

Must be able to do tool layouts, read blueprints, adjust feed rate, depth of cuts. Ability to mill shafts 3 feet to 6 feet will bring additional pay.

Journeyman status is desired or similar experience and knowledge.

4.2.1 Contractor will assist the fixed wing cell with Short Take-Off & Landing (STOL) transportation andSTOL Low-Cost/Low-Altitude (LCLA) aerial delivery operations. Contractor will work in concert with contracted STOL aircraft provider (currently AAR Airlift) and the USG Contracting Officer’s Representative to manage STOL operations. Contractor shall employ Battalion SOPs, JSC-A LOIs, CENTCOM LOIs, and all applicable air movement regulations.
4.2.2 Determine movement requirements based on historical movement data, predicted movement data, HHQ guidance, CENTCOM priorities, and coordination with other movement agenciessuch as AMD, Coalition Intra- theater Airlift System (ITAS), and both government and contracted rotary organizations. During requirements determination and scheduling, consider aircraft cabin load limitations and the effects of temperature/environmental factors. Coordinate with large customers like the post office for predicted requirements. Employ these considerations to fully utilize aircraft.
4.2.3 Coordinate Prior Permission Required (PPR) requests with destination airfields, build mission numbers, obtain squawk codes, and perform all other mission scheduling expected of USG and not required of STOL contractor.
4.2.4 Prepare and post monthly flight summaries (destinations and days planned to fly), a monthly route map, a predicted capacity by location for the Post Office, and monthly summary slides show amounts moved and to where, at least 5 days prior to beginning of month.

Coordinate passenger movement requests through approved passenger reservation system. Coordinate movement request from Coalition members who are unable to access reservation system, IAW established movement priorities. The FTR position is responsible for performing all scheduled and unscheduled maintenance assuring aircraft is available for customer flight missions on an ongoing basis. Other responsibilities include, but are not limited to: maintaining parts inventory while at remote sites; maintaining communication with company headquarters; and continuously improving knowledge and capabilities on assigned aircraft.

Minimum requirements include an A&P Certificate coupled with vocational/ training in aviation systems and maintenance or completion of a degree program in general aviation maintenance. Minimum of 2 years aircraft maintenance experience required. King Air and/or turbine engine maintenance experience preferred. Military experience preferred. The individual must be a self-starter, detail-oriented, and able to self-manage complex tasks.

JOB DESCRIPTION:

As part of a team or independently the candidate will be able to assess, identify, and counter threats to US interests, improving force protection capabilities. Provide rapid OCONUS/CONUS deployment conducting field operations in locations determined vulnerable to hostile activity.
