CGI Federal is seeking a Lead Counterinsurgency (COIN) Advisor to join our team in Afghanistan.

The Lead Counterinsurgency (COIN) Advisor provides high-level analysis and advice to the RC Team Leader.

The Lead COIN Advisor shall interface with HQ and supported ISAF operational elements to enhance program relative effectiveness in identifying and promulgating COIN best practices, and promoting unity of effort in support of COMISAF COIN guidance and overall operational intent. The Lead COIN Advisor (RC) shall assist the HQ in improving performance and effectiveness of program activities; conduct periodic campaign field assessments on behalf of RCs; provide advice to RC program Team Leader on counterinsurgency matters; provide planning and assessment advice to Regional Command headquarters staffs; provide instructional support to program team members, Counterinsurgency Training Center Afghanistan; serve as the senior RC contractor on site, supervising other contract personnel, and performing other tasks as requested by RC Team Leader or program Commander.

General Information:
At least eight years of experience in Counterinsurgency is required.
Candidate must be retired from Special Operations.
Clearance: Top Secret/SCI required.

Education:
Bachelor's degree required, Master's degree preferred.

The Lead Intelligence Advisor provides reliable expert advice on all matters pertaining to the application and integration of intelligence into COIN operations and a multi-echelon, full spectrum COIN strategy in support of COMISAF intent.

The RC Intelligence Advisor shall coordinate with all RC intelligence elements to identify and exploit COIN-focused intelligence opportunities, requirement or capability gaps, and ensure unity of intelligence support to COIN campaign plan and objectives.

RC Intelligence Advisors shall provide expert advice and assistance to tactical intelligence elements in the field from the lowest echelon of intelligence support to the division level, coaching and mentoring as required to improve operational performance. Proteus Solutions / TechStart has teamed with a proposal writing company that has extensive expertise in the military air and ground arenas and, due to our ten years of experience in military and civil space markets, they have asked us to lead the recruitment of space system experts expand their presence in those areas. In addition, because of this relationship, we have the opportunity to recruit Subject Matter Experts (SMEs) in their original markets of air and ground systems.






We currently have a client working on a proposal for a Foreign Military Encampment--setting up base in the Middle East for a foreign military customer. While we have some stateside BOS-type proposal experience, our client requires a SME or proposal with the Middle East experience with designing and setting up military encampments (bare base to longer term facilities).



We estimate this effort to entail one week of editing/filling the gaps of a draft proposal with a probable start either 13 or 20 Jun and possibly an additional week of support further down the road, so individuals should be current consultants, experienced proposal writers and/or recently retired and have the flexibility to consult or serve on a proposal team. This will not be a full time gig.



At this time it is unclear as to whether the proposal team(s) will require security clearances, but please include your pertinent clearance level, date and investigative agency information with your resumes.



As a SME, if selected for a proposal team, each individual would work during the multi-week effort without commitment to signing onto the contract when the prime wins. On the other hand, if the SMEs that work on the proposal are interested, they can ask to be on the team that executes the contract.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-14level you must possess the following
One full year of specialized experience. Transition to War



The transition from peace to war calls for a steady progression of increased levels of sealift ships and personnel to meet contingency requirements. The progression begins with prepositioning sealift.

MSC's prepositioning ships are loaded with combat equipment for U.S. Army, Marine Corps, Air Force and Navy, as well as fuel for the Defense Logistics Agency. The ships are stationed in strategic areas around the world, close to potential contingency areas. In wartime, prepositioning ships are usually the first ships to respond.

In wartime and during other contingencies, the Sealift force can expand dramatically to move the massive amounts of heavy armored combat equipment and other war-fighter supplies from U.S. bases to the theater of operation. MSC first looks to the commercial market to charter suitable U.S.- flagged tonnage. If more tonnage is needed, foreign-flagged ships may be used. MSC may also activate government-owned surge sealift ships, normally kept in reduced operating status. In the event of a full mobilization, more than 1,000 ships and 30,000 people would be employed in sealift missions ashore and afloat.



Navy-Maritime Relationship

The Voluntary Intermodal Sealift Agreement, or VISA, a partnership between the U.S. government and the maritime industry, was introduced in the mid-1990s to provide joint planning and assured access to commercial shipping at pre-agreed rates during a national emergency. The agreement makes it possible for the U.S. Department of Defense to use the ships and shore-based transportation systems of ocean shipping companies in time of war. In return, the companies receive a subsidy from the federal government or are awarded peacetime defense cargo movement contracts. Thus, the companies and their assets become an integral part of military contingency planning.

Navy Reserves

MSC has access to nearly 900 selected reservists in MSC reserve units across the US. When mobilized, these reservists quickly take charge of establishing MSC port offices to assist with sealift operations wherever needed.
