• Reviews and implements Environmental Historic Preservation (EHP) technical rules, regulations, policies, guidelines, and standards, with specific expertise in south and eastern archeology and historic preservation laws and regulations.
• Consults with project Applicants, State Historic Preservation Officers (SHPOs), Tribal Historic Preservation Officers (THPOs), affected citizens and other interested parties on project's (undertakings') likely affects on potential or known historic properties above and below ground, and other cultural resources.
• Advises and updates Regional Environmental Officer (REO) and Deputy REOs (DREOs) on status and progress of Program and project management matters, develops and proposes solutions, implements REO and Program management approved solutions, proposes expeditious changes for optimal results.
• Analyzes a wide range of archaeological, historic preservation, and other EHP scientific, technical, management, engineering, socio-economic, and legal issues for all FEMA Programs.
• Helps the REO and DREOs provide leadership and coordination to negotiate, develop, and implement Federal, Tribal, State, and local inter agency agreements (IAAs) and protocols for efficient and effective Program EHP compliance.
• Serves as EHP Advisor (EHPA) or EHP Crew Lead (EHPCL) for declared emergencies and disasters, working directly for the FCO, Chief or Staff (CoS), or Lead EHPA.
• Supports the REO or DREOs in management of regional EHP Disaster Assistance Employee (DAE) cadre, comprised of environmental, historic preservation, and environmental floodplain management technical specialist, EHPCLs, and EHPAs.
At the GS-12 grade level, the selectee performs duties similar to those described for the full performance level; however, the duties will be performed under greater guidance and supervision, and may, at times, have narrower scope and complexity to ensure compliance with laws, executive orders, regulations, policies, and procedures as the incumbent at this level prepares for working at the full performance level.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-08 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described experience in preparing detailed reports and case files; conducting fact-finding and analysis; counseling individuals regarding equal opportunity matters; undertaking clerical or administrative practices; and managing an EEO database system.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-07 level for the GS-08.

Education: At the GS-08 grade level there is no education requirements. This position serves as the primary point of contact with the Contracting Officer or other customer designees for all contract matters and is responsible for financial performance and budget compliance and promotes employee empowerment to achieve superior contract performance.

The Project Manager will conduct, but is not limited to, the following job duties:

• Oversees the operations function in conjunction with shop personnel including: HVAC Technicians, electricians, plumbers, carpenters, heavy equipment operators, grounds maintenance personnel, power producers, and liquid fuel distributors, etc.
• Directs the Property Management function
• Responsible for the Asset Management and Information Technology functions associated with this contract
• Serves as the point of contact for the Emergency Management and Energy Management functions
• Manages the contract to a profit for AFSS

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-14 level, in addition to the educational requirements below, you must possess one full year of specialized experience.
Specialized experience is described experience providing technical support for acquisition life cycle activities as well as strategic initiatives related to acquisitions that has included providing advisory services with regard to acquisition needs and serving as an expert in specialized areas such as program management, strategic sourcing and strategic alliances.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-13 level for the GS-14.
