Logistics Manager II / Facilities (CONUS NCR)

This candidate will provide and coordinate for supplies, equipment, material, services, maintenance, and minor construction repair services as necessary to sustain and support designated DIA global faculties and operations as directed by the customer.

Security Requirements: Able to be granted and maintain a Top Secret security clearance with a single Source Background Investigation (SSBI) and are also required to be eligible for Sensitive Compartmented Information (SCI). Nominee has been granted full SCI eligibility within the past 60 months and has not had a break in SCI access of more than 24 months during this period. Prior to nomination, the nominee completes a new or updates an existing Standard Form 86 or e-Qip, and electronic version of the form, along with submitting a SCI Nomination Letter and Questionnaire for National Security Positions, which does not contain any derogatory or disqualifying information.

Emergent Requirements Support: The Client may be required to provide support, to include 24 hours-per-day, 7 days-per-week as needed to support emergent requirements due to world events, e.g., support to the Global War on Terrorism, crises, contingencies, and military and counterintelligence operations.

Responsibilities/Duties: Ensure that designated facilities and global operations locations are supplied and maintained. This shall encompass the full range of management responsibilities to sustain operations including acquiring and overseeing facility maintenance services (HVAC, water, electrical, janitorial, minor construction and repair and other related services), office supplied and equipment, IT equipment and services, vehicle maintenance, material/equipment moving and disposal, life support services, storage and worldwide shipping service including commercial freight and coordination with MILAIR. Performs technical studies and analysis on highly complex systems to investigate logistics concepts, techniques and applications that will advance current capabilities and contribute to the development of effective logistics.

Requirements/Qualifications: Experience in facility renovation project management with a background in one, some or all of the following: Interior Design, Architecture, Real Property Development, Manager or Reorganization & Integration of Facilities Strategic Planning. Construction Management specializing in design planning, implementation of DoD secure facility requirements is a plus. Candidates must have demonstrated competencies in strategic facility planning, feasibility studies, analytical thinking and space planning. Ability to quickly and effectively assess project needs, determine attributes, and detrimental shortfalls to enable informed recommendations to government personnel for future planning strategies. Provide project management, and design recommendations on the overall planning and programming requirements for the design, repair and alteration of existing facilities to include space planning and reconfiguration on projects. Experience in the AutoCAD and Computerized Maintenance Management Software (CMMS) is also a plus.
Experience and expertise in one or several of the following areas is highly desired:

• Oversees the analysis and evaluation of complex systems to investigate logistics concepts, techniques and applications that will advance current capabilities and contribute to the development of effective logistics operations.
• Warehousing experience and logistics administration expertise (procure, receive, account for, maintain, and ship items of all different sizes and dollar values)
• Life cycle Logistics Defense Acquisition Workforce Impact (DAWIA) level II or III preferred. Level II or II Facilities Engineering DAU Certification preferred.
• Analyzes technology and distribution network trends, recommends major changes to senior management and ensures changes are implemented.
• Understanding of worldwide shipping/transportation/moving capabilities, standards, procedures and certifications
• Acts as advisor to business development, field support and customer service personnel to handle concerns and ensure support plans are in place to maintain long-term customer relationships.
• Property Book expertise to manage property accountability IAW DOD regulations
• Experience shipping HAZMAT and palletizing equipment IAW USAF standards
• Material Management and Life Cycle Management experience
• Understanding of the DOD acquisitions process

Minimum Education: Bachelor’s degree in Interior Design, Architecture or any Engineering discipline desired plus 10 years of experience working in Facilities trades or real property management or development as a technician/manager may be considered in lieu of education. QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as experience installing, programming, testing, troubleshooting, and maintaining various types of fire alarm systems and card access control systems.
Knowledge, Skills, and Abilities: Applicants meeting the basic qualification requirements and any selective placement factor stated in this employment opportunity will be rated and ranked on the following Knowledge, Skills, and Abilities (KSA's).

Organization: This position is located in the Operations Support Directorate, Personnel Security and Information Branch, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS).
Primary Purpose: The incumbent of this position serves as a Senior Case Officer with responsibility in the formulation and application of security policies, procedures, systems and programs.
Specific Duties:
• Responsible for ensuring the employment or retention in employment of each person is consistent with the interests of National Security and that employment can reasonably be expected to promote the efficiency of the Federal Service.
• Functions as a technical authority requiring the application of new theories, and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures.

Specific Duties: Under supervision of the Branch Chief, manages various public assistance components of the organization required for rapid Federal response to Presidentially-declared disasters and emergencies under the provisions of PL93-288, to provide assistance to the affected communities and states. Components include, but are not limited to, disaster damage assessment teams, disaster survey teams, public assistance operations within the disaster field offices and other field offices, and other operational elements as directed.
As part of the Close out process,incumbent conducts the review of project applications and supplements, with associated Project Worksheets, for conformity to regulations and established eligibility criteria and funding requirements. In addition, the incumbent prepares Project Worksheets to provide additional funds or to de-obligate funds as situations dictate. Analyzes inspection reports, final vouchers, and Federal and/or State audit reports on public assistance programs,and prepares recommendations for follow-up actions required.

• The incumbent participates in conducting on-site training for public assistance personnel to include full time and temporary hire personnel, local hires, and selected personnel for state, local and non-profit agencies.

• The incumbent participates with senior managers to resolve differences which occur due to interaction or overlapping with other agency programs. Assumes and carries out specified emergency assignments and participates in training and exercises as required.

Primary Purpose: The incumbent serves as a Travel Technician and provides related services, including regulations guidance and voucher preparation for the LRO staff.
Specific Duties: The incumbent will prepare travel vouchers for all employees using OCFO approved software, sets appointments for employees to prepare travel vouchers and maintains travel voucher appointment schedules. The incumbent verifies that all voucher claims are legal and correct, according to Federal and DHS/FEMA regulations and procedures. The incumbent makes sure that all required documents are attached , and that proper authorization and signatures have been obtained. The incumbent verifies authorizations for accuracy in the IFMIS Vendor File and ensures that employees are listed on the official travel voucher records.
The incumbent processes travel vouchers for transitional recovery staff by processing a full range of travel transactions. This includes sorting incoming vouchers, logging information, and routing documents to appropriate units. The incumbent validates and monitors travel and transportation transactions; researches discrepancies, makes adjustments, and reconciles travel vouchers and authorized obligation documents to ensure that the correct accounting information is included on the voucher.
After reviewing approved travel vouchers for accuracy and completeness, the incumbent prepares packages and forwards the completed vouchers to the FEMA Finance Center or other designated financial office for processing. As required, the incumbent may confirm the accuracy of vouchers by comparing the traveler's information with applicable per diem rates, hotel rates, air fares, etc.

8.0 Emergency Plans Analyst

As tasked, the Contractor shall:

8.1 Be familiar with the military decision making process and participate in planning efforts as required by the Joint Planning Group (JPG).
8.2 Maintain action plans that support effective and efficient analysis of emergency plans.

50.0 Firewall Administrator

As tasked, the Contractor shall:

50.1 Ensure the integrity and confidentiality of information residing in corporate databases, workstations, servers, and other systems.

Technical Mechanic Instructor:

The Technical Mechanic Instructor is primarily responsible for maintenance instruction to Afghan personnel as part of a Mobile Training Team and in Static Facilities. Candidate shall provide operational assistance to the Joint IED Defeat Organization in support of current operations. The scope of activities includes Technology Assessment and Integration and Operations Research Systems Analysis Support.

Job Duties:

Duties:The candidate shall provide program plans and analysis (including expert level Microsoft Suite and Data Base Management skills) and scheduling in support of CJ-3, including but not limited to tracking, synchronizing, resolving, illustrating and reporting complex program content, issues, problems and accomplishments. The CJ-3 position will focus on management, analysis and presentation of the Integrated Unit Training program for the command. The contractor shall plan, coordinate and facilitate ANSF participation and involvement in Coalition operations. Planner will routinely coordinate with staff elements of CSTC-A directorates, ISAF, IJC, CJTF 82, other Task Force (TF) elements, ISAF headquarters and Afghan MoD and MoI and will provide support of staffing actions with CENTCOM headquarters.

COORDINATION: (1) Refine, coordinate, and facilitate operations plans for the development and implementation and fielding, training, and sustainment of the ANSF capability. (2) Assist the ANSF and NTM-A/CSTC-A in the development, implementation, refinement and coordination of training plans for the ANSF that tracks and synchronizes key training tasks and suspense actions for organizing, training, equipping and sustaining the ANSF. (3) Prepare written reports, briefings and assist in the development and implementation and accomplishment of other staff functions as determined by the CJ3. (4) Coordinate and integrate out-of-theater training with Coalition and NATO forces.
Qualifications:Must be senior/mid-level Program Managers, Program Analyst/Integrators, or Knowledge Base Managers. Must have 5 to 8 years experience with Department of Defense or Department of State programs. Professional certifications and staff duty in Foreign Military Sales or acquisition programs required. Graduate degree and 15 years commissioned military officer experience requested but not required, with background in program and information systems management.

Duties:
DATABASE MANAGEMENT: Focus on database management, document control and information technology support. Position will require maintenance of an already developed and deployed MS Access, single user database. Maintenance will encompass data entry and report generation regarding previous, current and future International Donations to the country of Afghanistan. Position requires the contractor to manage documents on the existing CSTC-A SharePoint network. Create new knowledge from existing information (data mining), monitor existing databases that pertain to Security Assistance to synchronize existing information and new knowledge with a focus on assets on hand and due-in. Will be required to create summaries from existing database on an as required basis and provide to relevant directorates. Produce Microsoft Project Scheduling, Power Point Presentations and Visio Timelines as Required.

DOCUMENTATION: Document control will encompass uploading, downloading, document maintenance, folder generation and acting as a POC for SharePoint questions from the ISC section. Position requires the selected candidate to perform the setup of Information Technology functions for the Foreign Relations Department. The setup will include the creation of MS Outlook .PST files, initial setup of MS excel, MS word and other general use software packages for the Afghanistan Ministry of Interior FRD office. This will be an ongoing mission as new members are employed in the office.

OTHER RESPONSIBILITIES: Candidate will train Afghan personnel in the Foreign Relations Department office and International Military Assistance Office, in beginner level use MS Outlook, Excel, MS Word and other general use software as may be deemed necessary. Significant focus will be placed on usage of the Outlook email system as a means of official communication. Contractor will often work independently
Qualifications:POSITION CRITERIA: Must have 4 years experience demonstrating expert proficiency in using Microsoft Projects, Power Point, Visio Timelines, SharePoint, MS Outlook .PST files, initial setup of MS excel, MS word Ability can be demonstrated by experience in a 4 year or higher I.T. related field (Computer Science, Information Systems, Programming, etc..) and/or 3 years business experience in training, helpdesk operations, or other business related field. Qualifications:Prior military experience with ten years experience with senior level planning. Previous service as an advisor and five years experience developing and managing instructional programs in a fluid environment. Masters degree in related field desired but not required.

Past experience/education of at least 4 of the following five areas is required for this position:

Sharp company has a potential requirement for multiple 18E Communications Specialists/Instructors in support of the upcoming Response to Proposal (RFP) for U.S. Defense Threat Reduction Agency (DTRA). Prefer personnel possess advanced skills in surveillance/counter surveillance techniques, air operations, advance driver training (tactical/defensive), a minimum of level 2 Advance Special Operations Techniques (ASOT) qualified, advance marksmanship, close quarter combat, advanced surface and underwater operation skills, Survival Escape Resistance and Evasion training, and past experience in Advanced Force Operations, and combat experience. Position Description:Applicants must meet the following minimum qualifications:

Communication Specialist: The individual must be a SME on tactical military and civilian land mobile radios. The person must be a SME on Ku/X/L Band and tactical satellite terminals which provide network connectivity between TSG field deployed teams and the DTRA OPCEN. The individual must possess the required qualifications/skills.
Responsibilities:
* Install, operate, maintain, and troubleshoot various secure and non-secure radio communications systems to include, but not limited to, Internet Protocol (IP) based VSAT and TACSAT communications systems used by the TSGs.
* Install, operate, maintain, and troubleshoot secure and non-secure Tactical Local Area Networks (TACLANs) including configuration of "CISCO" routers and Microsoft Exchange servers supporting the TSG IP based net centric communications architecture.
* Install, operate, and maintain Special Purpose Communications Vehicles.
* Oversees the repair, maintenance, and accountability of all communications equipment.
* Advises the TSG Chief on all communications matters.
* Lead trainer for the TSG on all communications equipment.
* Keeps up to date with emerging technology to determine the feasibility of incorporating new equipment or systems into the TSG communications architecture.
* Trains the civilian and military staff of the DTRA OPCEN on satellite communications systems. As needed, assists the DTRA OPCEN with trouble shooting their communications systems.
* When directed by the senior contractor representative based on guidance by the TSG chief develops communication and training plans and coordinates internal TSG readiness exercises.
* Must be technically proficient in the use of all TSG search equipment.
* Must be able to perform the duties of an Instructor Special Operations/EOD Technician.
* Maintains property accountability for all TSG deployable communications assets as sub-hand receipt holder in the TSGs.
* Assists CSC COMSEC CUSTODIAN with management of COMSEC material.
* Assists and advises CSC on all matters relating to TSG deployable communications systems.
* Provides weekly maintenance status update of all Communications equipment to TSG Chief.
