CONTRACT WORKING DOGS

RONCO Consulting Corporation is seeking qualified K9 handlers eager to support this vital effort. We begin ongoing training and certification for handlers and their canines in September 2010 for targeted deployments beginning in November 2010. You will receive intense pre-deployment training (paid) and certification at RONCO's facilities.

K9 Handlers: work as a team with his/her assigned K-9 to conduct patrols of assigned areas/facilities and inspections of vehicles, packages, and personnel as directed by the particular initiative. Will attend regular training with assigned working dog to maintain acceptable performance levels, and will provide necessary health maintenance care, feeding/watering, and grooming of working dogs. Will ensure that assigned K-9 is correctly certified and accredited; and ensure that handler is using the full potential of the dogs in all aspects of the particular initiative.

Qualifications:


Two to three years of recent canine handling experience in one of the key areas listed above (military or law enforcement)

Organization: This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency's (FEMA) Region V, Mission Support Division, Administrative Services Branch.
Primary Purpose: This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting.
Specific Duties:
Serves as the Lead Budget Analyst (Budget Coordinator) for the Region.

Responsible for the program planning, budget and execution of funding.

Performs a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of the Regional budget.

Plans, organizes, and carries out annual multi-year budgeting projects pertaining to major regional initiatives.

Provides expert advice on all phases of budgeting to program managers and other senior management officials.

Advises and assists managers in preparing, documenting, and submitting detailed budget estimates. Ensures compliance with Office of Management and Budget (OMB) regulatory guidelines/processes.

Gathers, compares and correlates prior year and current year expenditures and conducts trend analyses to establish baseline budgetary data for inclusion in the budget estimating process. Makes recommendations as to future year program levels and funding sources.

Responds to queries from project managers, Contracting Officer Representatives, private contractors, and others relative to problems, status, and questions involving contracts issued in support of the mission.

Submits reports to higher headquarters on status of contractor support provided to the organization to include contractor, contract number, funding and work years.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. For GS-13 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-12 grade level.

Analysts will evaluate technologies, capabilities and products proposed for Blue Force use with respect to current and estimated Red Force tactics and assist in the development of Blue Force tactics. IED threat briefings and updates will be prepared and delivered as required, as well as white papers and other special projects. Additionally, the analyst will assist in coordinating with federal, state and non-governmental agencies, synchronizing efforts to gather information and intelligence on criminal elements involved in terrorist and insurgent IED activities. The analyst will advise on options for incorporating law enforcement tactics, techniques and procedures into IED defeat efforts in order to increase their effectiveness. Position Description The All Source Analyst will provide analytical support to the Counter IED
Targeting Program (CITP) operations. You will produce CITP related
assessments and target support packages in collaboration with analysts
involved in the counter insurgency/ counter IED mission while Coordinating
with CITP action officers in the planning, preparation, coordination, and
dissemination phase of scheduled targeting and intelligence survey packages.
Additionally the All Source Analyst will provide expert all-source research
analysis and intelligence analytical products. Maintain and updated
databases identify intelligence gaps. Track all tasks and ad hoc products to
completion. Research, review, evaluate, and integrate all-source data to
contribute to and/or produce draft and finished all source assessments. Must
deploy OCONUS as a member of an analytical team for a period no longer then
180 days.



Desired Skills / Experience • Military tactical and especially deployed experience at Brigade or Battalion level is a plus.
Specific Requirements • Must have minimum of 3 years analytical experience (Duty
positions at the Novice, Journeyman, and Senior level commensurate with
years of experience).
• Must have prior experience related to targeting and network analysis of IED
networks and insurgencies.
• Must have been deployed to either Iraq or Afghanistan supporting intelligence operations against IED related networks.
• Working knowledge of the national, operational and tactical intelligence
infrastructure available to DOD.
• Must have formal service training as intelligence analyst.
• Must be proficient in the use of computer tools common to the intelligence
community such as; Pathfinder, M3, Analyst Notebook and others.

• To maintain a current understanding of insurgent Techniques, Tactics and Procedures (TTPs).

Technical Manager (Quantico, VA or vicinity). The candidate will provide leadership, guidance, and assist in designing and developing Oracle 11i implementation training deliverables, known to the client as GCSS-MC New Equipment Training (NET). The candidate will provide team leadership and planning that results in an executable release strategy of timely curriculum updates for a program which is already established and in process. The end product resulting in a combination of online self-directed (SD) and classroom instructor-led training (ILT).

Key support actions and responsibilities are:
• Analyze training needs so as to influencing the content design and performance support deliverables
• Direct the building and testing of consistent and contiguous training content using the pre-determined tool set
• Direct the building and testing of performance support products (i.e. demo’s, exercises/prac apps, assessments, etc.) for ease of use by the user community
• Must have the skill of engaging and balancing interaction with Change Management professionals, Subject Matter Experts (SMEs); functional team members and Oracle 11i instructors with regards to training and performance support materials, and quality review sessions
• Lead and participate in Train-the-Trainer sessions
• Evaluate the effectiveness of training materials, and recommend improvements using established learning methods

45. Geospatial Scientist and Analyst (Tampa Florida)

Avanti Placements is searching for Geospatial Scientist and an Analyst, they must be a geospatial subject matter expert and collaborate with All-Source and Socio-Cultural Dynamics (SCD)/Human Terrain (HT) Analysts to provide all-source geospatial intelligence analysis, using multi-source information (e.g., imagery, cartographic data, etc.) to provide the common operational view. Job location is Tampa, Florida.

Duties include:
• Create, load, and integrate geospatial data layers including cultural/social layer for named areas of interest using ArcGIS® to support analytical modeling.
• Provide integrated geospatial and temporal analysis to discover and characterize relationships, trends, and infer conclusions to enable pattern analysis.
• Maintain Environmental Systems Research Institute (ESRI) Arc Geographic Information Systems (ArcGIS) ® and intelligence spatial data layers to support data integration.
• Assist in the integration of data mining, visualization, nodal analysis, and temporal tools with the ArcGIS® tools and the integration of National Geospatial-Intelligence Agency products.
• Incorporate non-standard multi-format data sets into geospatial systems and databases for data manipulation and exploitation; execute advanced computational and statistical modeling applications for geospatial analysis, display and pattern recognition; refine and export complex algorithmic data results into user-friendly analytical products for simplified geospatial understanding; and obtain, maintain, disseminate and refresh 1000s of data layers.
• Coordinate with other Command and national geospatial specialists to ensure standardization, continuity of operations, and integration of capabilities.
Certified and/or fully trained on the ESRI ArcGIS® suite of software and have the capacity to be trained on SPADAC Signature Analyst® (geospatial predictive analysis tool)
Shall have the skills to develop, manipulate, and maintain geospatial databases.
Shall possess GIS experience
Contract to be awarded in September.

46. Currently Peacock Engineering is looking to fill several positions for the job of maintenance mechanic. We are looking for individuals with a maintenance background, potentially coming out of the following Navy ratings:

Other MOS specialties that are comparable to the above ratings in other branches

Candidates should have solid mechanical skills, including motors, drives, hydraulics, pneumatics, basic electricity/electronics. PLC, refrigeration, HVAC, and any experience with ammonia systems is a plus!

Additionally, we are looking for a candidate who has a basic mechanical understanding, but is also experienced with inventory management. Candidate must have solid computer skills, and be highly organized. We prefer someone who has experience running a supply shop dealing with a large volume of inventory.

Avanti Placements is searching for a Sr. All-Source analyst to provide expert skills in analysis, fusion, and visualization of information from multiple sources to identify, process, and vet cross-border commercial trade data. Collects, manages, and analyzes open source, military, and law enforcement intelligence. The Senior Analyst will lead a team of five and must have management experience.

The Senior Analyst will:

• Assemble intelligence information and material to develop assessments on threat finances and economic factors.
• Develop and/or recommend analytical approaches to problems and situations for which data are incomplete, controversial, or for which no precedent exist.
• Coordinate with various intelligence, law enforcement and military agencies and sources in seeking and vetting information received.
• Identify intelligence gaps, specifies collection requirements to fill gaps in information, evaluates resulting intelligence collected in response to requirements and determines analytical approach.
• Supervises production of intelligence analysis and reports. Provides technical direction and guidance to less-experienced analysts.
Minimum of 10 years of relevant experience, or equivalent combination of education and experience.
Assignments require knowledge of a full range of intelligence concepts, principles, and practices and skill in applying this knowledge to challenging work assignments.
A thorough and detailed knowledge of and skill in applying analytical and evaluative techniques for developing new or modified general intelligence analysis work methods, approaches, or procedures; and to identify, evaluate, and recommend solutions to issues and/or problems.
Experience in interfacing with law enforcement agencies, civilian intelligence agencies, Department of Defense agencies and Combatant Commands.

All candidates must be a US citizen and possess a US DOD TS/SCI level security clearance.

Avanti Placements is searching for a Socio-Cultural Dynamics (SCD)/Human Terrain (HT) Analyst for Tampa, Florida. The Pattern Analysis is a new mission set for Theater Special Operations Commands. USSOCOM requires candidates with SOF subject matter expertise, able to perform research and analysis of human terrain information for irregular warfare/unconventional warfare (IW/UW). The successful applicant will join a team providing CONUS and OCONUS Theater Special Operations Commands with Socio-Cultural Dynamics (SCD) and Human Terrain (HT) Analysis.
• Provide Social Cultural Dynamics (SCD)/HT subject matter expertise for research and analysis of human terrain information for IW/UW.
• Provide the initial cultural and social overview for specified geographic areas of interest and shall continue to research the cultural information for the area to prepare detailed analyses of the groups and subgroups.
• Synthesize detailed atmospherics information (e.g., cultural/social leaders, group dynamics, assessment of the attitudes, norms, values of the local populace, etc) to provide intelligence assessments in support of operational planning based on specific requirements.
• Stay current of current information, issues and policies pertaining to SCD/HT standardization, continuity of operations, and capability integration.
• Provide SCD/HT subject matter expertise for research and analysis of human terrain information for IW/UW.
• Provide the initial cultural and social overview for specified geographic areas of interest and shall continue to research the cultural information for the area to prepare detailed analyses of the groups and subgroups.
EDUCATION• Possess at a minimum a MA/MS in a social science discipline and training and/or experience ideally with identity studies (e.g., anthropology, sociology, political science) or development economics.
